MEDNET
Project MEDNET- Mediterranean Network for Custom Procedures and Simplification of Clearance in Ports is accepted by the MED programme and will be co-financed from the European regional development fund (IPA MED). The main objective of MEDNET is establishment and management of the network of port authorities and transport experts on the Mediterrenian. In the long-term, objective is to focus on the exchange of experience in the area of port and customs procedures as well as simplification of customs clearance for vessels and cargo. Increase in mutual understanding of these procedures is predicted to be a result as well as promotion of introduction of information systems into ports and possible introduction of these systems into other intermodal junctions.
Main MEDNET activities include:
· Recording of European, national, regional and other activities, research and projects with an emphasis on port procedures, especially customs procedures, customs clearance of vessels and cargo, port formalities in the Mediterranean ports including information systems as well as an access to hinterland and interoperability.
· Presentations of the existing practices and port formalities which include pre-arrival processing, risk estimation, fraud control, embezzlement, tax and fee payment, security and protection
· Identification of current practices in Mediterranean ports related to port operations, customs procedures (especially of the ASYCUDA aplications), customs clearance of vessels and cargo and other port formalities (including procedures of ISP Code), accessability to the ports from the hinterland and usage of adequate information systems
· Inventory of the existing bilateral, multilateral and international agreements related to the procedure normalization, assessing the way in which these procedures are being applied
· Development of the „ideal“ port
· Development of the Port Operations Observatory in the Mediterranean
· Increasing the level of awareness and promotion of cooperation and exchange of point of view among Mediterranean port authorities on a regional, national and european level.
